本業務部原名華夏信鑫信用擔保有限公司，成立於2009年9月，2011年並購。經香港政府亞洲國際建投集團董事局批准出資成立的擔保機構。作為成都高新區中小企業投融資服務的重要載體，公司致力於改善區內中小企業的信用環境，提高中小企業的融資效率和成功率，以“發揮政府擔保機構作用，促進區內社會經濟發展”為宗旨，主要為高新區內符合國家相關產業政策，有市場、有效益、有信用、有發展前景的科技型、成長型、創業型、外向型和吸納就業型中小企業提供融資擔保。
